The Failure of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the presentation of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of contrasting events captured the grim essence of the recent timeframe. By day, political struggles are conducted: optimistic declarations are released from different nations. Significant resources is allocated on restraining certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "settlement".

Nighttime Reality

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting rocket firings from Russian territory, a ability enabled by up-to-date information. From witness perspectives, defense planes that had been deployed to engage hostile guided weapons streaked across the sky – advanced fighter aircraft delivered to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense engaged: multiple launches targeted at a hostile projectile. This was a advanced protection mechanism at work, probably delivered by allied countries. Every firing jolts you unexpectedly, rattling buildings. The brief panic quickly transforms into sober acceptance: possibly the incoming missile won't strike its target this time, sparing the city from ruin and further power outages.

Ongoing Risks

Following this, a automatic firearm opened up on a drone somewhere nearby, part of a rapid response unit – most likely imported technology. Sadly, the bullets missed the opposing UAV – it pressed on overhead toward its destination.

Periodically, this persisted until dawn. Kyiv greeted the early updates: multiple fatalities, damage and infrastructure problems in many homes as a result of the night's assault. As typically, everyone still maintained normal activities – experiencing conflict. But those entire period demonstrated Ukraine's essential dependence on international aid – a need that neighboring countries are clearly incapable to substitute in the short term.

Unsuccessful Negotiations

The detailed framework from US administration sparked intense emotion, controversy and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new proposal from Washington unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually achieve victory. This cycle will, no doubt, continue.

Tactical Assessments

It is convenient to criticize particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. Washington functions according to a principle familiar among seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The White House believes that it is unrealistic to pressure the Kremlin to relinquish the areas that it already controls in Ukraine's southern or eastern regions.

The problem is that while recognising this factual reality, US leadership does little to discourage Russia, through statements or actions, from thinking that the status quo will not evolve additionally in its advantage in the near future.

Divergent Views

Therefore, Russian leadership is certain that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to stop fighting, but they will persist as long as Russia's leader remains supremely confident in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding lives and land but preventing a complete military breakdown until situations evolve in its advantage.

Existing Situation

Realistically, there are no actual prerequisites for a ceasefire. Now, individual motivations are coming into play: personal goals to broker a ceasefire and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unsuitable, so that their attention does not move to homefront challenges. And although their mission will now be much harder after latest incidents, it remains very improbable that this will change their overall approach.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a only one week to terminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, latest revelations, all served their function.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and reflect specific hesitation to modify developments, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, primarily depend on ongoing international assistance.
